Purpose Statement
The job of Assistant Director - Design & Construction is done for the purpose/s of providing building design and construction coordination services with specific responsibility for coordinating and guiding assigned consultants and contractor's managing District capital assets through defined procedures: ensuring completion of projects in accordance with District standards; and supporting District students and staff in their learning and working environments.
This job reports to Director of Facilities.
Essential Functions
- Acts as the Owner's representative to assist with the coordination of design and construction activities (e.g. design meetings, project bidding, construction progress meetings, site visits, etc.) for the purpose of ensuring the proper and efficient project implementation for District buildings, facilities and grounds.
- Coordinates with local, regional, and state agencies having jurisdiction over any aspects of District projects for the purpose of ensuring that all phases of construction project are completed within specifications and with minimal interruption to site personnel.
- Coordinates with administration, consultants, and contractors for the purpose of completing projects efficiently and effectively.
- Diagnoses causes of problems and/or failures in building systems for the purpose of identifyingmaterial and/or systems repair and replacement needs.
- Estimates materials and/or equipment needed to complete work projects for the purpose of ensuring timely completion of projects.
- Implements assigned programs and/or projects (e.g. roofing, paving, flooring, non-allocate capital and bond projects, etc.) for the purpose of conforming to established guidelines.
- Informs personnel regarding procedures and/or status of projects for the purpose of providing information, taking appropriate action, and/or complying with health and safetyregulations.
- Inspects completed work for the purpose of ensuring contract compliance and quality of work standards are met.
- Maintains and implements a comprehensive capital improvements program for facilities throughout the District for the purpose of ensuring that physical learning environments support curriculum and instruction; planning for budgeted replacement; and ensuring that appropriate life cycle of building components and systems meet fiscal expectations.
- Maintains a variety of files and records (e.g. project records, capital planning documentation, time sheets, inventory, work orders, etc.) for the purpose of providing up-to-date reference and audit trail.
- Monitors fund balances of assigned programs and related financial activity for the purpose of for the purpose of ensuring that allocations are accurate, related revenues are generated, expenses are within budget limits and/or fiscal practices are followed.
- Monitors contract work for the purpose of ensuring contract terms are fulfilled and work standards are met.
- Oversees assigned consultants and contractors and the day to day activities and operations for the purpose of ensuring that projects are completed in a safe, proper, and timely manner and not adversely interfering with operations of the District.
- Participates in meetings, workshops, trainings, and seminars for the purpose of conveying and/or gathering information required to perform job functions.
- Prepares reports and written materials related to assigned activites and personnel (e.g. RFP and bid documentation, project reports, Board of Education submittals, specifications, etc.) for the purpose of documenting activities and/or conveying information.
- Procures equipment and materials for the purpose of maintaining availability of required items in order to support the District's capital needs.
- Responds to emergency situations during and after hours for the purpose of resolving immediate safety concerns.
Other Functions
Performs other related duties as assigned for the purpose of ensuring the efficient and effective functioning of the work unit.
Job Requirements: Minimum Qualifications Skills, Knowledge and Abilities
SKILLS are required to perform multiple, technical tasks with a need to periodically upgrade skills in order to meet changing job conditions. Specific skill based competencies required to satisfactorily perform the functions of the job include: applying pertinent codes, policies, regulations and/or laws; communicating with diverse groups; familiarity with equipment used in building construction; preparing and maintaining accurate records; guiding and supervising others; and planning and managing projects.
KNOWLEDGE is required to perform advanced math; read technical information, compose a variety of documents, and/or facilitate group discussions; and analyze situations to define issues and draw conclusions. Specific knowledge based competencies required to satisfactorily perform the functions of the job include: International Building Code; Americans with Disabilities Act; American Institute of Architects contracts; design and constructions laws/rules/regulations/policies for the authorities having jurisdiction.
ABILITY is required to schedule a significant number of activities, meetings, and/or events; often gather, collate, and/or classify data; and use job-related equipment. Flexibility is required to independently work with others in a wide variety of circumstances; analyze data utilizing defined but different processes; and operate equipment using standardized methods. Responsibility
Responsibilities include: working independently under broad organizational guidelines to achieve unit objectives; managing a department; supervising the use of funds. Work Environment
The usual and customary methods of performing the job's functions require the following physical demands: some lifting, carrying, pushing, and/or pulling, and significant fine finger dexterity. Generally the job requires 0% sitting, 0% walking, and 0% standing. The job is performed under minimal temperature variations.
Experience: Job related experience within a specialized field is required.
Education: Bachelors degree in Architecture, Engineering, Construction Management, or Related Field
